The legislative responsibility for the Club is vested in a Council consisting of Councilors proportionally elected from each Division by the members of that Division. The number of representative Councilors from each Division is established on a proportional basis; one Councilor for each 50 members in that Division, similar to the way the membership of the U.S. House of Representative is composed.

  • Except as necessary to address urgent questions, the Councilors meet once a year in conjunction with the BCA National Specialty Show.

  • At that meeting, each committee chair reports on their activities over the past year and plans are made for the future.

  • The Council establishes the operating procedures for the Club that are administered by the Executive Committee, establishes the annual budget for Club activities and recommends, if necessary and desirable, changes to the Club's Bylaws for adoption by the Members.
